Every day I see drivers yakking on their phones. But I would agree that it's the talking that distracts. Lots of things can distract a driver - phones, screaming kids in the back seat, changing the cd, lighting a cig..... are they going to try and ban them all? Only "hands-free" is allowed. Too much accidents are caused by cell phone distraction.
